Minister Ameen began her public service journey at the local government level, where she made history as the youngest Chairman of the Tunapuna/Piarco Regional Corporation. Her leadership and passion for advocacy have since expanded to the regional and international stage. She served as Project Leader for the European Union-funded “Women as Agents of Change” initiative, which operated in Trinidad and Tobago, Grenada, and Belize. In 2015, she represented the nation as a panelist at the 59th Session of the United Nations Commission on the Status of Women in New York, sharing insights on gender equality and empowerment.
Mr. Peter E. Mitchell holds a Bachelor of Science degree in Economics and a Master’s degree in Regulation and Policy (Telecommunications), both conferred by the University of the West Indies. His dedicated public service career commenced in August 1993, and he currently holds the position of Acting Permanent Secretary in the Ministry of Rural Development and Local Government, a role he assumed on November 16, 2023.
Prior to his current appointment, Mr. Mitchell served as the Director of Research in the Investment Division of the Ministry of Finance. Before that, he spent nearly twelve years in the Ministry of Planning and Development, undertaking various senior roles, including Acting Director of Project Planning and Reconstruction from April 2019 to October 2022, and Acting Assistant Director of Socio-Economic Policy Planning from January 2013 to April 2019. His contributions extend to several other Government Ministries, including Public Administration, Information and Communication Technology, Science, Technology, Tertiary Education, and the Office of the Prime Minister.
In the realm of public service and institutional reform, Mr. Mitchell played a pivotal role in the establishment of the Telecommunications Authority of Trinidad and Tobago (TATT) and the National Information and Communication Technology Company (iGovTT). He actively participated in the Project Steering Committee for the Public Financial Management Reform Programme and contributed to various Inter-Ministerial Committees focused on national planning and macro-economic policy. Presently, Mr. Mitchell represents the Ministry of Rural Development and Local Government on the Board of the National Physical Planning Authority (NPA).
His involvement extends beyond national borders, having represented the Government of Trinidad and Tobago at regional and international conferences. Noteworthy instances include being a Member of the Trinidad and Tobago Delegation to the 53rd Annual Meeting of the Board of Governors of the Inter-American Development Bank in Montevideo, Uruguay (2012), serving as the Country Representative to the Third Global Biennial Conference on Small States in St. Lucia (2014), and participating as a Member of the Trinidad and Tobago Delegation to the Third United Nations Conference on Small Island Developing States in Apia, Samoa (2014).
Between December 2013 and July 2015, Mr. Mitchell served as the Capital-based Representative on the United Nations General Assembly Open Working Group (OWG), contributing to the preparation of the UN Sustainable Development Goals. In June 2019, he was a member of the Trinidad and Tobago Delegation to the 49th Annual Meeting of the Board of Governors of the Caribbean Development Bank (CDB) held in Port of Spain.
Mr. Stephen Boodhram was appointed Acting Permanent Secretary in the Ministry of Rural Development and Local Government effective Monday 9 February 2026. He is a seasoned public sector executive with twenty (20) years of experience in public administration,
governance, policy development, financial management and project delivery across the Government of Trinidad and Tobago and international development institutions.
Prior to his appointment, Mr. Boodhram served as Deputy Permanent Secretary in the Ministry of Health, where he provided strategic and operational leadership in support of the Permanent Secretary. His responsibilities included people management, policy formulation,
budgetary oversight, representation before Parliamentary Committees, and the monitoring of major national programmes and internationally funded projects.
Mr. Boodhram previously held several senior management positions at the Parliament of Trinidad and Tobago where he led large multidisciplinary teams, managed substantial recurrent and development budgets, strengthened institutional governance frameworks, and oversaw the implementation of complex, multi-million-dollar projects funded by local and international partners.
He also served as Project Manager – Governance with the United Nations Development Programme (UNDP) and earlier as Senior Regional Planner at the Ministry of Local Government, where he played a key role in local government reform, regional planning, disaster management, capacity building, and the establishment of critical policies and institutional frameworks.
Mr. Boodhram holds a Master of Business Administration (MBA), a Master of Science with Distinction in Planning and Development, and a Master of Science with Distinction in Geoinformatics (GIS). He is a Project Management Professional (PMP), holds a Diploma in Strategic Public Procurement, and is currently pursuing a Doctorate in Business Administration with a focus on Policy and Governance. He is a member of several professional bodies, including the Trinidad and Tobago Society of Planners, Project Management Institute and the Chartered Institute of Procurement and Supply.
Ms. Nirmala Ramlogan is an accomplished professional with over two decades of experience in the Trinidad and Tobago public service, specializing in Human Resources and Public Administration. She holds a Bachelor of Arts in History (1997) and a Postgraduate Diploma in Human Resource Management (2000) from the University of the West Indies.
Ms. Ramlogan has recently assumed her role as a Deputy Permanent Secretary (Ag.) at the Ministry of Rural Development and Local Government effective November 5, 2024. Prior to this, she served as Director of Human Resource Services in the Immigration Division of the Ministry of National Security, and has acted as Deputy Permanent Secretary in both her substantive Ministry and the Ministry of Housing and Urban Development. Her extensive experience also includes acting periods as Permanent Secretary and numerous roles across various ministries, including Office of the Attorney General and Ministry of Legal Affairs, Planning and Sustainable Development, Labour and Small and Micro Enterprise Development, Education, Trade and Industry, and more.
Earlier in her career, Ms. Ramlogan worked as a Teacher III in history, Social Studies and Sociology at Princes town Senior Comprehensive School. Throughout her career, she has been dedicated to empowering individuals, fostering development, and advocating for those under her leadership. Her deep expertise in Human Resources and Public Administration, combined with her previous experience at the Ministry of Rural Development and Local Government, equips her with invaluable insights and a strong commitment to her role. She is excited to bring her passion for service and leadership to her current position.
